CID700m Power-on/Reset button?!

I've just bought a CID700m and the power-on button doesn't work. I've read a tread on the forum about the control-box, but i think it was included, since there was a box with some relays and wire-colors that do not match the rest of the system. When i press the power-on-button the radio gives a constant 2,8v, but no cliking sound from the relays.
Please help.

Ps. The red +12v and the black GND on the box is connected dicretly to the battery.
