OBD2 Adaptor problems

Hi all im a new guy here, but not new to car electrics

so i have got the OBD2 Usb adaptor from here OBD-II USB Adapter (ELM)

i have Centrafuse v2.0 i cant seem to get the OBD unit to read the car nor can i make it work with any other OBD software i have downloaded

Can anyone suggest a program preferably free to check the system works with my car before i start putting my whole pc plan together

I have some problem. And i have Peugeot 207, and i purchase this cable:

I have already installed the drivers. And Centrafuse is configured correctly (COM and Baud)
But Centrafuse can't conect.

How know what the problem?
